हिंदुस्तान भर के किसी भी स्कूल में बी एड अब प्राथमिक शिक्षकों के लिए भी योग्यता निर्धारित हो गयी है ,
इससे बी एड के सामने देश लाखों भर के लाखों शिक्षकों की भर्तियों में मौका मिल गया है , अकेले यु पी में 1 लाख प्राथमिक शिक्षकों की भर्ती होने जा रही है ,

केंद्रीय व सरकारी सहायता प्राप्त स्कूलों में भी मौका मिल गया है 

29 जुलाई 2011 के नोटिफिकेशन में सशोधन हो चुका है और प्राथमिक शिक्षक बनने के लिए टेट लेवल -1 परीक्षा के लिए अब B Ed धारी भी पात्र हैं |

No. NCTE-Regl 012/16/2018.—In exercise of the powers conferred by sub-section (1) of Section 23 of Right of Children to Free and Compulsory Education Act. 2009 (35 of 2009) and in pursuance of notification number S.O. 750(E), dated the 31st March, 2010 issued by the Department of School Education and Literacy, Ministry of Human Resource Development, Government of India, the National Council for Teacher Education (NCTE) hereby makes the following further amendments to the notification number F.N. 61-03/20/2010/NCTE/(N&S), dated the 23rd August, 2010, published in the Gazette of India, Extraordinary, Part III, Section 4, dated the 25th August, 2010, hereinafter referred to as the said notification namely:— (1) In the said notification, in para 1 in sub-para (i), in clause (a) after the words and brackets “Graduation and two year Diploma in Elementary Education (by whatever name known), the following shall be inserted, namely:- OR “Graduation with at least 50 % marks and Bachelor of Education (B.Ed.)” 2. In the said notification in para 3, for sub-para(a), the following sub-para shall be substituted namely:- “(a) who has acquired the qualification of Bachelor of Education from any NCTE recognized institution shall be considered for appointment as a teacher in classes I to V provided the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the NCTE, within two years of such appointment as primary teacher”. एनसीटीई ने देश के सभी राज्यों से मांगे सुझाव, 2019 से लागू होंगे कार्यक्रम

राज्य ब्यूरो, इलाहाबाद : शिक्षक पात्रता परीक्षा (टीईटी) में अहम बदलाव करने की तैयारी है। टीईटी का जिस तरह से खींचा जा रहा है उसे पार करना बीटीसी एवं अन्य अभ्यर्थियों के लिए आसान नहीं होगा। इसमें युवाओं को मौके भले ही ज्यादा मिलेंगे, लेकिन परीक्षा का पैटर्न ऐसा होगा, जिसे आसानी से उत्तीर्ण नहीं किया जा सकेगा। प्रदेश के अफसरों का मंथन पूरा हो गया है, जल्द ही रिपोर्ट भेजी जाएगी।

प्रदेश में टीईटी 2011 से लागू है और अब तक पांच बार इसकी परीक्षा भी हो चुकी है। राष्ट्रीय शिक्षक शिक्षा परिषद यानी एनसीटीई इस परीक्षा को और प्रभावी बनाने की दिशा में इन दिनों तेजी से काम कर रहा है। एनसीटीई ने देश के सभी राज्यों को कुछ बिंदु भेजे हैं और उन पर सुझाव मांगा है। 2019 से नया कार्यक्रम जारी होने के आसार हैं, वहीं इसमें एक बिंदु यह है कि टीईटी परीक्षा साल में दो बार अनिवार्य रूप से हो, परीक्षा उत्तीर्ण करने का प्रतिशत तय किया जाए, अभ्यर्थी हर विषय को उत्तीर्ण जरूर करें आदि। 

सभी बिंदुओं पर मंथन पूरा, नियामक प्राधिकारी जल्द भेजेंगी जवाब

युवाओं को मिलेंगे ज्यादा मौके लेकिन परीक्षा का पैटर्न होगा कठिन

इलाहाबाद। प्रदेश के प्राथमिक विद्यालयों में 72825 सहायक अध्यापकों के चयन व नियुक्ति के मामले में हाईकोर्ट में लंबित याचिकाओं पर 13 सितंबर को सुनवाई होनी है। मामले पर सुनवाई कर रही न्यायमूर्ति लक्ष्मीकांत महापात्रा और न्यायमूर्ति अमित बी स्थालकर की खंडपीठ ने याचिकाओं को सुनवाई हेतु 13 सितंबर को सूचीबद्ध करने का आदेश दिया है।

लखनऊ। शिक्षक पात्रता परीक्षा (टीईटी) घोटाले में तत्कालीन माध्यमिक शिक्षा परिषद की सचिव प्रभा त्रिपाठी को क्लीन चिट देने की तैयारी है। इस संबंध में जांच रिपोर्ट मुख्यमंत्री कार्यालय भेज दी गई है। वह मौजूदा समय फैजाबाद मंडल में संयुक्त निदेशक माध्यमिक शिक्षा के पद पर तैनात हैं।

उत्तर प्रदेश में पहली बार नवंबर 2011 में टीईटी आयोजित की गई थी। टीईटी में रिजल्ट संशोधन के नाम पर जमकर धांधली हुई थी। इसमें तत्कालीन माध्यमिक शिक्षा निदेशक संजय मोहन को पुलिस ने गिरफ्तार कर लिया था। उस समय माध्यमिक शिक्षा परिषद सचिव की पद पर प्रभा त्रिपाठी तैनात थीं। उनके खिलाफ जांच बैठा दी गई थी। कई साल जांच के बाद अब उन्हें क्लीन चिट देने की तैयारी है। मुख्यमंत्री के यहां जांच रिपोर्ट भेज दी गई है। वहां से मंजूरी मिलने के बाद उन्हें क्लीन चिट देने संबंधी आदेश जारी कर दिया जाएगा।

कल  सुप्रीम कोर्ट में सुनवाई है कि क्या बी. एड धारी  अभ्यर्थी  , 1 जनवरी 2012  के  बाद भी प्राइमरी शिक्षक की भर्ती के पात्र हैं |
यह फैसला देश के लाखों  बी. एड धारी अभ्यर्थीयों के लिए महत्वपूर्ण है कारण आर टी ई के जरिए सर्वाधिक भर्ती प्राइमरी शिक्षकों की होनी है और योग्य शिक्षकों की कमी को देखते हुए , बी एड धारी अभ्यर्थीयों को नजरंदाज करना बेहद मुश्किल है |
अभी अधिकांश राज्यों में भर्ती शुरू नहीं हुई है जैसे कि - बिहार , उत्तरांचल  , हरयाणा , दिल्ली , राजस्थान , गुजरात , पंजाब , उत्तर प्रदेश (उत्तर प्रदेश में भर्ती तो समय सीमा से प्रारंभ हुई पर कोर्ट के आदेश से स्टे लग गया , और  इसको देखते हुए एन सी टी ई द्वारा छूट इतना गंभीर मुद्दा  नहीं है , पर आगामी भर्ती प्रक्रियाओं के लीए  एक गंभीर मुद्दा  है ) आदि 
इसको देखते हुए लगता है कि - सुप्रीम कोर्ट के निर्णय बी एड धारी टी ई टी अभ्यर्थीयों के लीए राहत दे सकता  है |


दूसरी तरफ उत्तर प्रदेश के हजारों अभ्यर्थी लखनऊ में धरने पर बेठे हुए हैं जो कि सरकार का  रूख जानने के  लिए  परेशान हैं | शायद इसका भी  फैसला  जल्द ही आ जाये |
३१ मई को हाई कोर्ट में  टी ई टी मामले पर विज्ञापन को लेकर सुनवाई होनी है | और यह दिन उत्तर प्रदेश के टी ई टी  अभ्यर्थियों  के  लिए  बेहद महवपूर्ण हैं क्योंकि इसके बाद इलाहबाद हाई कोर्ट की समर वेकेशन
शुरू होनी हैं और फिर हाई कोर्ट १ जुलाई को खुलेगी 


आज मीडिया जिस तरह से टीईटी मामले को दिखा रहा है, उससे लगता है कि वह वास्तविक स्थिति  से भटका रहा है |
उत्तर प्रदेश में जिस तरह से टीईटी  परीक्षा हुई और ओ . एम् . आर की तीन कापी बनाई गयी परिणाम , Answer Key ऑनलाइन जारी की  गयी , 
और धांधली हुई है तो कितने अभ्यर्थी धांधली में लिप्त पाए गए ऐसा कोई प्रमाण अभी तक सामने नहीं आया है 


उत्तर प्रदेश में टीईटी   अभ्यर्थियों    की भर्ती का मामला एक विज्ञापन को लेकर अदालत में चल रहा है , जिसका  फैसला  जानने के लीए अभ्यर्थी काफी समय से बैचेन हैं 
ऐसे पूरे मामले पर चर्चा कराई जाये , तब पता पड़ेगा की अभ्यर्थियों   की पीड़ा क्या है - कैसे उन्होंने रात रात जागकर पढाई की , कितने रूपए की फीस ड्राफ्ट के माध्यम से दी , कितने फार्म भरे ,
कितनी बार लाइन में लगे, बहुत सारे  अभ्यर्थी दूसरे राज्यों से आवेदन करने तथा परीक्षा देने भी आये


इन मीडिया वालों से पूछना चाहिए कि किसी और परीक्षार्थी के नक़ल करने के कारण  क्या इनको भी हाई स्कूल या १२ वी की परीक्षा में फेल कर दिया जाये, और तब तक परीक्षा कराई जाये , जब तक परीक्षा शत प्रतिशत शुद्धता से पूर्ण न हो जाये | तो उनको कैसा लगेगा


कई बार मीडिया ने  भ्रामक ख़बरें दी - जैसे टीईटी सिर्फ पात्रता परीक्षा है, माया सरकार ने चयन का आधार बदल कर गलत किया
 जिसका खंडन हाई कोर्ट के आदेश व एन सी टी ई गाइड लाइन स्वत करती है

The IA No. 38 for deleting the name of petitoner no.
2852, i.e., Chaman S/o Dharamvir in SLP(C) No. 24884 of 2010 is
allowed in terms of the prayer.
These petitions are directed against order dated
06.04.2010 passed by the Division Bench of the Punjab and Haryana
High Court whereby the exemption granted to the Guest Faculty (Lecturers / Teachers) from passing the requirement of School Teachers Eligibility Test (for short, 'STET') for the purpose of regular appointment to Group 'B' posts and the grant of weightage
of 24 marks in lieu of the experience gained by working as Guest
Faculty was quashed.
With a view to ensure that the education of students does not suffer due to non-availability of teachers the Government of Haryana, Department of Education framed policy for recruitment of
Guest Faculty. For this purpose detailed guidelines were issued on 18.9.2006. After one year and two months, the State Government issued instructions vide circular dated 17.11.2007 to all the concerned officers to stop engaging Teachers on the Guest Faculty basis. On 2.12.2008, the Government issued guidelines for temporary adjustment of displaced Guest Teachers by way of stop gap arrangement. By circular dated 2.3.2009, the Government amended
the terms and conditions enshrined in letters dated 29.11.2005, 16.12.2005 and 27.9.2006 for engaging the Teachers on Guest Faculty.

In furtherance of the requisition received from the concerned department, the Haryana Public Service Commission (for 3 short, 'the Commission') issued advertisement no. 3 which was published in newspapers on 18.6.2009 for recruitment of 1317 Temporary Lecturers (School Cadre), HES-II (Group-B) were as under:
"Essential Qualification:
1.Essential Qualifications for the Lecturers of all Subjects except Lecturer in Chemistry, History, Maths and Pol. Science:
(i)Post Graduate Degree in relevant subject from a recognized university alongwith at least 50% marks.
(ii) Certificate of having qualified School Teacher's Eligibility Test.
(iii) Matric with Hindi / Sanskrit."

The relaxation clauses contained in the advertisement did not provide for exemption to any class / category of candidates from passing STET. However, after 15 days of the publication of
advertisement, the Commission issued corrigendum dated 3.7.2009 incorporating therein the decision taken by the State Government to give exemption to the Guest Teachers from passing STET and age relaxation apart from giving additional 6 marks for six months' experience subject to the maximum of 24 marks. The relevant portions of the corrigendum are reproduced below:

"Besides as per the decision of the State Government the guest teachers applying for these posts will be given exemption from passing the School Teachers Eligibility Test (STET) and age relaxation in the upper age limit in additional weightage for having served the department as guest teacher will be given as under:
"No weightage will given to a person who has served for less than six months.
For the six months experience 6% additional marks to be given and one percent additional will be given for every additional month of engagement subject to maximum 24 marks."

Necessary Stipulation:
In case the Hon'ble Punjab and Haryana High Court does not agree to the grant of relaxation to the guest teachers, the same will not be given to them at the time of final selection."
Respondent no. 2, viz., Ashok Kumar challenged the corrigendum in Writ Petition No. 13045 of 2009 mainly on the ground that the so-called policy decision taken by the State Government to exempt the Teachers engaged as Guest Faculty from passing STET and grant of weightage of additional marks is ultra vires the provisions of the Haryana State Educational Lecturer School Cadre (Group 'C') Service Rules, 1998 (for short, 'the Rules') and Articles 14 and 16 of the Constitution because that would amount to indirect regularisation of the services of the Teachers who were engaged as the Guest Faculty.

In the counter filed by the State Government the exemption granted to the Guest Faculty from clearing the STET was justified on the premise that such test had not been conducted in the State for many years. The grant of weightage of additional marks was also defended on the premise that the members of the Guest Faculty had acquired sufficient experience by working as Lecturers / Teachers.

The Division Bench of the High Court referred to the policy framed by the State Government to recruitment to Guest Faculty, the relevant provisions of the Rules, the orders passed in Writ Petition Nos. 2743/2006, 387/2007 and 5289/2007 filed by Teachers appointed as the Guest Faculty and observed:
